Restricted Regions 

If you are traveling abroad for any purpose connected to your role at UT San Antonio— research, conference, consulting, professional service, study abroad, volunteer, or student organization activity—to a location with elevated risk, you are obligated to submit your travel for approval to the International Oversight Committee (IOC).   

Note that if you are traveling with a faculty or staff leader on study abroad, your leader will submit the request.   

Restricted Regions List & Travel Planning Guidelines 

The Restricted Regions List is updated frequently, so review it each time you plan to travel. 

If your destination is classified as elevated risk and requires review by the International Oversight Committee (IOC), submit your travel request at least 30 days before you plan to purchase airline tickets. In most cases, this means submitting your request at least 60 days prior to departure. Early planning allows sufficient time for risk assessment, itinerary adjustments, and compliance with university travel procedures. 

Plan to spend 1–2 hours completing the required documentation, security briefing, and IOC questionnaire. Your submission must also include signatures from your department chair or supervisor and your dean or unit leader. 

Air Travel Guidance 
Due to ongoing global conflicts, the IOC strongly recommends avoiding flight routes that include layovers or transit through restricted regions rated 3 or 4. You must submit an IOC request if you are transiting through (laying over in)  a country rated 3 or 4 and some countries rated 2 also apply.   It is much easier to avoid traveling through these airports.
